UN Security Council Approves Donald Trump's Gaza Strip Peace Plan

A Security Council has supported proposals presented by Donald Trump for establishing a lasting peace in the Gaza Strip, encompassing the introduction of an international stabilisation force and a eventual avenue to a sovereign Palestinian state.

Unanimous Backing with Key Absent Votes

This measure was passed by a count of 13-0, with China and Russia abstaining. America's representative Mike Waltz addressed the council chamber that it set “a fresh direction in the area for the conflicting parties and all the people of the area alike”.

Balanced Language on Independence

Addition of references to an sovereign Palestinian state was the concession the America agreed to for backing from the Arab and Islamic world, who are anticipated to contribute security forces for the global force.

“Interim measures that we embark on today must be carried out in following international law and respecting Palestinian rights,” the UK chargé d’affaires stated.

Government Opposition Continues

Nonetheless, on the brink of the resolution approval, Israeli prime minister the Israeli leader reiterated his government’s firm resistance to the creation of a sovereign Palestine, casting doubt on whether Tel Aviv will allow the enactment of the Council-backed plan.

Central Components of the Proposal

  • Prompt removal of ongoing restrictions on humanitarian aid into the territory
  • Establishment of an international stabilisation force
  • Progress on reconstruction and a possible “avenue to Palestinian self-determination and nationhood”

Vague Wording and Conditions

The inclusion to independence was a compromise addition to an original American proposal which did not mention it. However the wording is ambiguous and dependent, declaring only that once the Palestinian leadership has undergone changes and the restoration of the strip is advancing, “the situation may ultimately be in position for a realistic route to Palestinian sovereignty and statehood.”

Global Response

The language fell far short of the definite pledge to the establishment of a sovereign Palestine alongside Israel sought by Arab and Islamic states, as well as EU representatives, but in statements to the council after the vote, representatives from those nations said they were prepared to accept the compromise in the benefit of extending the present ceasefire and swift steps to assist and secure the millions of Palestinians in the territory.

“We has finally decided to vote in favour of this resolution, a text that we support its main goal, namely the continuation of the ceasefire and the formation of situations permitting the Palestinians to assert their basic entitlements to self-determination and statehood,” Algeria's representative stated.

Practical Difficulties

The resolution gives overall oversight authority to a “peace board” led by Donald Trump, but of uncertain membership. This committee has to inform the United Nations but it is not bound by the preferences of the UN or by the Palestinian Authority.

It also calls for the establishment of a Palestinian technocratic committee that is supposed to run day-to-day governance of the Gaza Strip and the provision of utilities, but it is far from clear who would take part.

Stabilisation Team Authority

The authority of the global force empowers it to remove and dissolve militant organizations in Gaza, but it is far from clear that would-be troop contributors would be willing to engage such organizations. No country has yet pledged to dispatching troops.

Furthermore the criteria for changes to the PA, the prerequisite towards steps to Palestinian statehood, have been vague.

EU representatives said they deemed it necessary that the names of the Palestinian technocratic committee to provide utilities was settled as promptly.
